DirectionsRinse rice in a fine-mesh strainer under cold water, stirring with your fingers, until the water runs clear, about 1 minute.Heat oil in a medium saucepan over medium heat. Stir in the rice and garlic; cook, stirring often, until lightly toasted and fragrant, about 1 minute. Add water and salt; increase heat to medium-high and bring to a boil. Reduce heat to medium-low and cover; simmer, undisturbed, until the water is absorbed and the rice is tender, about 45 minutes. Remove from heat and immediately add lime zest and lime juice, fluffing gently with a fork. Cover and let stand until fluffy, 10 to 15 minutes. Stir in cilantro.
